Who is T Payne Walker- Candidate for Fort Walton Beach City Council

He apologized for not following the rules he passed! Under the ordinance he passed years ago it "gave" citizens 5 minutes to speak. Unfortunately the mayor forgot so he limited citizens to 3 minutes. When 125 people show up to oppose an agenda item he cheated us of 2 hours of opposition speech.
